Technology Deep Dive: Enabling Smarter Travel Decisions in Virginia: RM3P’s Dynamic Incentivization Project

RM3P

The Challenge


The Dynamic Incentivization (DI) project is part of a broader enterprise called the Regional Multi-Modal Mobility Program (RM3P) that leverages a broad coalition of state, regional, local, and private-sector stakeholders. RM3P is a data-driven initiative, comprising four individual projects, of which DI and its GoMyWayVA® app are one. The overall program aims to improve safety, reliability, and mobility for travelers throughout Northern Virginia and Fredericksburg. By participating in RM3P, public and private transportation providers across both regions are adopting innovative technologies to enhance multi-modal travel.


To address the fragmented data landscape and maximize multi-modal mobility in the region, RM3P deployed the Data-Exchange Platform (DEP), an essential public agency data hub that enables all RM3P solutions, including DI GoMyWayVA®. DEP serves as VDOT’s regional repository for storing, sharing, and exchanging data for multi-modal operations. Through active curation, VDOT ensures that DEP is equipped with high-value transportation data, contributed by many agencies, constantly evaluates potential use cases, and expands DEP data offerings as compelling opportunities arise.


The Metropia Solution


Metropia deployed its advanced DI framework via GoMyWayVA®, a travel platform and mobile app designed to provide travelers with personalized trip information. It serves as the consumer interface for RM3P, converting high-level data into commuting tools that drive behavior change, thereby improving the efficiency of the transportation network and benefiting commuters traveling through the region. Key technical capabilities engineered into the platform include:


  • Local Data Sources Integration: Provides trip contextual information about parking availability, incidents, construction zones, Dynamic Message Signs (DMS) location and messages, and Closed Circuit Television (CCTV) camera feeds, among others.

  • Customized Trip Planner: Seamlessly integrates driving, public transportation, and non-motorized modes utilizing 3rd-party navigation engines, schedule-based information sourced from GTFS standards, and local options like walking, personal or shared bikes, and Transportation Network Companies (TNCs)/Taxis.

  • Express Lane Tolls Estimates: Built specifically to navigate Northern Virginia's unique infrastructure, the app provides dynamic toll rate estimates on the Express Lanes, along with travel times and total driving costs.  

  • Behavior Economics: Moving past rigid, standardized rewards, the platform uses a robust behavioral engine and a sophisticated incentive engine to encourage alternative mobility options and reduce single-occupancy vehicles (SOVs). Gamification, including a “spin wheel” and interactive incentive bidding ("Make a Deal"), allows users to not only earn rewards for making a trip but also to participate by negotiating for custom rewards that reflect their specific personal values.

  • Hands-Free Trip Tracking: The app eliminates manual spreadsheets and honor-system travel logs. It works quietly in the background to automatically track and credit real-time travel choices across transit, walking, or cycling.

  • Upcoming Enterprise Carpool Integration: An upcoming expansion will integrate Metropia’s secure carpool framework directly into the GoMyWayVA® ecosystem. This addition will allow regional travelers and coworkers to seamlessly connect within trusted networks, safely map out shared routines using verified credentials, and log shared trips instantly without administrative friction.

RM3P Synergy: Balanced TSMO in Action


GoMyWayVA® does not operate in a technical vacuum; it functions as an essential utility within the broader RM3P ecosystem, which achieves a uniquely Balanced Transportation Systems Management and Operations (TSMO) strategy by creating direct synergies between distinct  supply and demand pillars:


  • Incident & Infrastructure Coordination: When unexpected disruptions occur, the AI-  Decision Support System (AI-DSS) and the Commuter Parking Information Services (CPIS) elements of the RM3P program coordinate with regional partners to clear incidents and generate and share consolidated parking lot availability.

  • The Centralized Hub: Incidents and responses are actively curated and shared in real-time, through the regional Data-Exchange Platform (DEP).

  • Active Demand Management: While AI-DSS and CPIS coordinate the supply side, the GoMyWayVA® platform simultaneously manages the corridor’s demand side. The app securely draws from the DEP data stream to instantly deliver personalized travel advisories and parking information, steering commuters away from impacted areas before they get stuck in gridlock. Then, it utilizes the information to recommend feasible alternative mobility options and alleviate congestion in the vicinity impacted by the incident.


Coalition & Shared Governance


The deployment is funded under the Commonwealth of Virginia’s Innovation Technology and Transportation Fund (ITTF) and is overseen by a multi-agency decision-making body (Executive Committee). Moving away from a traditional top-down paradigm, the program treats state, regional, and local agencies as true "owners" vested in its long-term success.


Responsibilities are explicitly defined across the core governing body:


  • Virginia Department of Transportation (VDOT): Serves as the lead agency responsible for the overarching RM3P data framework (including DEP, AI-DSS, and CPIS) and spearheads project development, funding, and strategic governance for the DI project.

  • Virginia Department of Rail and Public Transportation (DRPT): Serves as the lead partner agency for the RM3P DI project, providing direct project management and solution development oversight.

  • Northern Virginia Transportation Authority (NVTA): Acts as a core partner agency, along with VDOT and DRPT, that serves on the Steering Committee to guide key project decisions.

  • Fredericksburg Area Metropolitan Planning Organization (FAMPO): Serves as a regional partner providing vital support and strategic input on project development.


Metropia serves as the primary technology partner, leading a premier consultant team that includes ICF, ArchStreet Communications, Avid-Core, and CommuterLink. The project thrives through continuous collaboration with local jurisdictions, regional transit providers, and local Commuter Assistance Programs (CAPs)—offering a shared technical platform that complements existing local efforts while reducing duplicative infrastructure costs.


Project Results (as of July 2026)


GoMyWayVA® launched to the general public in late October 2025. The impact of this unified technical and partnership framework is showing early success.


  • Mobile App Adoption: Successfully onboarded more than 5,000 active app users by July 2026.

  • Program Sustainability: Secured promotional support from over 80 regional organizations and established a sponsor network of over 20 local businesses and community groups to help increase brand awareness and offset marketing costs for incentives.

  • Donated Media Impact: Attracted significant community alignment, including interior bus advertising donated by transit operators and regional stadium digital scoreboard placement.
